I assume that your on Bw7.x.

While loading from PSA to Cube, you can use filter fiscalyear(2007 - 2013)/period at DTP level for full dtp. Once you done full dtp, you can do reinit dtp thru settings(stated by suman)  and next load onwards you can go on with delta loads.
